Brief biography of Padoh Mahn

Padoh Mahn Sha Lah Phan was born in Rangoon on 5th July 1943. He graduated from Rangoon University in 1966 with a degree in history। He joined the Karen National Union (KNU) in 1963। In 1964 he became a member of the KNU Central Committee, and was elected Joint General Secretary in 1995. He was elected General Secretary in 2000, and is also a member of the Secretariat of the National Council of the Union of Burma, the umbrella organisation representing organisations in the Burmese democracy movement.

Padoh Mahn Sha married Nant Kyin Shwe in 1976. She passed away on 31st July 2004. He is survived by four children, two sons and two daughters; Saw Say Say, Nant Bwa Bwa Phan, Nant Zoya Phan, Slone Phan

Assassination of a most prominent and key leader of the Karen People

Dear Friends,

Nearing the end of this week was such dreadful news that strikes us numb – the assassination of a most prominent and key leader of the Karen people and the Burmese democracy movement. Padoh Mahn Shar (65-year-old) who had stood for democracy and justice for all was shot dead by two gunmen on February 14. He was loved and admired by the Karen people as well as others inside and outside of Burma for his courage and sacrifice he made for his own and all the people of Burma and for his leadership in the struggle for democracy and ethnic equality. His death is of great loss for our movement and our heart goes out to his four children. His wife passed away in 2004.

At the start of the week we had also learned other horrible news about East Timor’s President Jose Ramos-Horta being shot at his home by armed rebel group. Although his condition was serious fortunately it is not life threatening. The Prime Minister Xanana Gusmao was there when the shooting took place and escaped unhurt. We would like to wish the president’s quick recovery from his injury.

Extension of U Tin Oo’s detention:
The NLD’s deputy leader U Tin Oo was arrested in May 2003 after the Depayin Massacre along with Daw Aung San Suu Kyi. He was first detained in Kalay Prison in Chin State until February 2004, and then was put under house arrest in Rangoon. On February 13, the regime extended his detention despite the international community’s calls for release of all political prisoners.

Crackdown continues:
Some activists and social workers from Burma escaped to Thai-Burma border town of Mae Sot as the regime’s dragnet arrest continues.

Burma – a dangerous place for journalists:
French-based Reporters without Borders placed Burma as one of the most dangerous place on earth for journalists along with China, the Philippines, Sri Lanka, Pakistan and Afghanistan. Since the beginning of 2008, the organization reported that 8 Burmese journalists are detained in Burma. The organization recorded that since last September following the killing of Japanese reporter, Kenji Nagai, about 15 Burmese journalists have been detained and imprisoned.

Situation on political prisoners:
This also has not been improved and some political prisoners are denied medical treatment. Four nuns, who are in their 50s and 80s, and two monks in their 60s are not getting much needed medical treatment in jail. A prominent female member of 88’ Generation Students Group, Mie Mie, is suffering from heart disease and serious form of arthritis. We learned that the other women political prisoners, Ma Noe Noe, Ma Thet Thet Aung and Ma Honey Oo are also in ill health and need medical attention.

Maggin Abbot’s press conference blocked:
U Pannya Zawta, the abbot of Maggin Monastery which had been caring for people living with HIV and AIDS (PLHA) and was closed down by the authorities in Burma, was giving press conference on Thai-Burma border, but was blocked Thai authorities who reasoned that this press conference might impact on their friendship with Burma.

Referendum in May & Election in 2010?:
As we all know this week’s hot topic was the SPDC’s timetable for referendum in May this year and election in 2010. Some leaders of ASEAN, Singapore and China see the regime’s step as “positive development”. However, we, the Burmese people inside and outside the country see this step as no return to democracy. In its new constitution the regime includes 25% representation by the army in the federal level and the president of the country must have military experience.

Rampant impunity ~ sexual crime:
Rape and killing of 32 year old mother of 3 by a soldier from the Public Relations Battalion based in Myitkyina, Kachin State on 30 December 2007 was reported by the Kachin News Group during this week. The soldier in question was interrogated by the Infantry Battalion No. 298 but later released with no charge. The relatives of the victim were told by that battalion that they cannot charge any of the soldiers no mater what crimes they commit. Soldiers from the same battalion which interrogated the perpetrator are also known for robbing and killing of a gold miner early this month.

International support & effort:
Regime’s announcement viewed as “open defiance”
The UN Secretary-General called a meeting with “Group of Friends” on Burma to discuss over the matter of unilateral decision taken by the regime to hold a referendum and election in 2010. During the meeting, the SG said that the UN envoy Mr. Gambari must visit the country as soon as possible. Mr. Gambari is to visit China on 18 to 19 February followed by trips to Jakarta and Singapore. The group’s members like the US, Britain and France hold a particular view over the regime’s latest stance as “open defiance”.

Bulgaria government – imposed restrictive measures against Burma which contains an update of the names of persons from the Burmese regime who are not allowed to enter Bulgaria, whose assets and funds would also be kept out of the country. It also bans investment in state-owned enterprises owned or controlled by the regime or by people related to it. Further restrictions are imposed on the export of machinery, equipment for the timber and timber-processing, the mining of metals and minerals and of precious and semi-precious stones.

International solidarity activities:
In Sydney, students and democracy activists will use the occasion of Rambo 4 opening night on 21st February 2008 (5 pm) as a day to remember the fallen monks and protestors of September uprising and to bring attention to real situation inside Burma. They will be handing out leaflets about Burma and explain the current situation inside the country to get greater Australian public participation and cooperation for democracy in Burma.

Foreign/diplomatic relations:
Pakistan
- the Government of Pakistan has appointed Qazi M Khalilullah as ambassador to Burma. Khalilullah has an MA in International Public Policy from USA and joined foreign services in 1985.

Indian arms fairs:
Burma will attend Indian arms fairs from Saturday to Tuesday in New Delhi which will give them to negotiate on new arms contracts, expand arms trading partners, and attend seminars on weapons technology. Activists in New Delhi are planning to hold protest.

Brief news on the SPDC's announcement regarding the referendum and election in 2010.

This is a special briefer on the SPDC’s announcement regarding the referendum and election in 2010. As people inside Burma as well as around the world voiced their views and opinions on this particular matter we have compiled the responses from the international community and governments as well as from the Burmese political organizations and the solidarity groups for Burma.


SPDC’s Timetable:
The regime offers the timetable last weekend to hold referendum in May and the multi-party elections in 2010. However, this election could not possibly be considered free and fair unless basic democratic principles are in place and all political prisoners and human rights activists, including Daw Aung San Suu Kyi and ethnic leaders, are released.

USDA the organizer:
Worryingly the regime gives the task of organizing and even the forming of commissions in the local level for voting and election process to Union Solidarity and Development Association (USDA) in spite of its members’ involvement in the violent crackdown of peaceful protests in last August and September. This regime-backed organization is also given the responsibility to choose the candidates for competing in the 2010 elections.

Critics’ response:
SPDC’s timetable on referendum and election is responded as “too little, too late” by its critics who argued that long-delayed roadmap is designed to perpetuate military rule in Burma. Critics have their points on this as the regime still does not show any sincerity in promoting democracy. Besides, it is excluding major political players like Daw Aung San Suu Kyi of NLD and the other main ethnic political leaders like Khun Htun Oo of SNLD in the process.

NLD response:
Spokesperson from NLD, U Nyan Win, criticizes that “the announcement (to hold a referendum and election) is vague, incomplete and strange” as the regime gives the timetable for election before knowing what the result of referendum would be.

Peoples’ response:
It is rather a mix feeling and hope that people respond to this announcement yet it has clearly shown that the people of Burma wish to see a change for the better. Some people in Burma welcome the regime’s timetable with better-than-nothing attitude. Some are even contemplating a coalition government in Burma. Nonetheless, “all major parties should be allowed to run in it” was the response from one Rangoon roadside food vendor. A 48 year old woman who sells noodle salad was quoted as saying "I am not interested in their referendum because the results are known already". February 12th was the Union Day of Burma and supporters and members of the NLD gathered to voice their dissatisfaction with the steps taken buy the regime as "insufficient".

Women's voices inside and outside:
Women activists inside and outside of the country totally denounced the regime's latest step as "preparing to lie" to the people of Burma. Daw Myint Myint Sein, the NLD's Women Wing Central Office, said that "I do not think it is a positive direction. I think it is pointless as we haven't been able to do anything with the result of last elections and now we are going to have another election.... However, we do hope for the best and we are trying our best."

Phyu Phyu Thin, NLD member and care-giver to the people living with HIV and AIDS, said that this is the "act of dictatorship" as the regime attempts to destroy people's wish and hope. She believed that the people already showed their wish by voting for the NLD in 1990 May Elections.

Nilar Thein, a leader of 88' Generation Students Group, argued that it is "unacceptable" as the people of Burma have shown their true desire of what they really want in August and September. She also questioned and raised her concern that the regime will force, threaten or bribe people to vote in the referendum.

Nang Charm Tong of Shan Women's Action Network (SWAN) said that "As we all know. People of Burma have been asking for tripartite dialogue which includes the SPDC, Daw Aung San Suu Kyi and ethnic leaders. But to this day, U Khun Htun Oo and other Shan ethnic leaders, who were elected in 1990 elections, are being detained and denied medical treatment. How can they carry out the political change and dialogue process while they still hold Daw Aung San Suu Kyi and many other political prisoners?"

Responses from the UN and the international community:

The United Nations
- issued a statement which said the regime's announcement as a "the first step towards the implementation of its political 'road map' process" but the Secretary-General Ban Ki-moon renews his call to the regime to make the constitution-making process inclusive, participatory and transparent in order to ensure that any draft constitution is broadly representative of the views of all the people of Burma.

ASEAN Chief of ASEAN, Surin Pitsuwan, was optimistic on the regime’s announcement and has used the words the regime’s steps as “definite beginning” and “development in the right direction”. He said that the generals “should be given the benefit of the doubt if they are serious about moving the country toward democracy” although he understand the frustration of international community over generals’ intransigency.

Australia
– described this sham claim by the military regime. Australia’s Foreign Minister, Stephen Smith is highly skeptical of the regime’s real intention and said “We strongly believe that you can only have genuine movements to democracy and respect for human rights in Burma if there is full and complete participation by the international community and all political players in Burma”. Mr. Smith has discussed about Burma with various political leaders he has met over the past two months during his trips to Indonesia, USA and Japan. Australia is part of 14 countries that formed “Group of Friends” of Burma last year.


The British Foreign Office – issued a statement and responded that “a genuine and inclusive process of national reconciliation” was necessary for a transition to democracy and call for the release of Daw Aung San Suu Kyi and all political prisoners. Foreign Office spokeswoman also said that the "political leaders in Burma have not been consulted on the constitution or the election process".

Malaysia – Foreign Minister, Datuk Seri Syed Hamid, raised his hopes that the regime's decision to hold elections in 2010 will be realized as planned and all parties will participate according to democratic practice.

Singapore – currently the chair of ASEAN, welcomed and described this as a ‘positive development’ but urged the regime to carry out an inclusive political process that would lead to peaceful national reconciliation in the country.

Russia – believes that the State Constitution "will defuse international tensions around the Southeast Asian country and set it on the path to democracy" Russia's Foreign Ministry was quoted as saying.

The United States – condemned the plan as "it could not be free, fair and credible" under the conditions as a constitution had been drafted in non-transparency manner and not enough time is also given to debate on it. The White House spokeswoman, Dana Perino, called on the regime to comply with the UN call last October that it be an open and inclusive process that allows all of the Burmese people a fair say in the structure and form of their new government.

က်မခ်စ္သူကို က်မအရမ္းခ်စ္တဲ့အေၾကာင္း စာဖြဲ႕ၿပီးေတာ့ေရးဖို႔မလိုေပမယ့္ က်မရဲ႕ခံစားခ်က္ေလးေတြကို ေ၀မွ်ခ်င္တယ္။ ခ်စ္သူမ်ားေန႔လို႔ အမ်ားသတ္မွတ္ၾကတဲ့ ေဖေဖာ္၀ါရီလ (၁၄)ရက္ေန႔ ...... ခ်စ္သူေတြ အတြက္ တကယ္ကို ရင္ခုန္စကားေကာင္းပါတယ္။ ဘယ္တုန္းကမွ ဒီရက္ဟာ ရင္ခုန္စကားေကာင္းတယ္လို႔ က်မ မထင္ခဲ့သလို က်မနဲ႔သက္ဆိုင္တယ္လို႔လည္း မခံစားခဲ့ရဖူးပါဘူး။ ဒါေပမယ့္ အခုေတာ့ က်မရင္ထဲမွာ က်မခ်စ္ရတဲ့သူရွိေနေလေတာ့ ဒီရက္ကို အမွတ္တမဲ့မဟုတ္ဘဲ အမွတ္တရေလးေတြနဲ႔ က်မေက်ာ္ျဖတ္သြား ခ်င္တယ္။


ႏွစ္ေတြ တစ္ႏွစ္ၿပီးတစ္ႏွစ္၊ ေဖေဖာ္၀ါရီလေတြလည္း တစ္လၿပီးတစ္လ၊ ရက္ေတြလည္း တစ္ရက္ၿပီးတစ္ရက္ ေျပာင္းလာခဲ့တာ အခုမွေတာ့မဟုတ္ပါဘူး။ ဘာမွမထူးျခားတဲ့ရက္ေတြကို အမွတ္တမဲ့ေက်ာ္ျဖတ္ေနခဲ့မိတာ လည္း ဒီေန႔အထိပါပဲ။ ေဖေဖာ္၀ါရီ (၁၄) ခ်စ္သူမ်ားေန႔ဟာလည္း က်မအတြက္ ဘာမွမထူးျခားတဲ့ ေန႔တစ္ေန႔ လည္း ျဖစ္ခဲ့ဖူးပါတယ္။ ဒါေပမယ့္ ဒီႏွစ္မွာေတာ့ တကယ္ကိုပဲ က်မ ရင္ခုန္မိတယ္။ ဒီရက္ေလးမွာ အမွတ္တရေလးျဖစ္ေစခ်င္တဲ့ က်မရဲ႕ဆႏၵကလည္း က်မကို ေတာ္ေတာ္အေတြးရႈပ္ေစပါတယ္။ ဘယ္တုန္း ကမွ က်မအေလးအနက္ မထားခဲ့ဖူးဘူးေလ........။


ခ်စ္သူကို က်မေမးတယ္...... “ကို ..... ခ်စ္သူမ်ားေန႔ အမွတ္တရအေနနဲ႔ ဘာလိုခ်င္လဲဟင္.....” .. အား.. ေတာ္ေတာ္ တံုးတဲ့က်မ။ ဘာျဖစ္လို႔မ်ား သြားေျပာမိပါလိမ့္။ အမွန္မွန္ဆို ခ်စ္သူမသိေအာင္ တိတ္တိတ္ေလး လွ်ိဳ႕၀ွက္စီစဥ္ၿပီးမွ ခ်စ္သူေပ်ာ္သြားမယ့္မ်က္ႏွာကို ရင္ခုန္စြာ အဲဒီေန႔ကို ေစာင့္ေမွ်ာ္ေနရမွာ...... သြားပါၿပီ .... က်မရဲ႕ အစီအစဥ္ေတြ သူရိပ္မိသြားေလာက္ပါၿပီ.... သူ ဒီရက္ကို မသိဘူး၊ ဒါမွမဟုတ္ ေမ့ေနတယ္ဆိုရင္ ဒါဟာ က်မ သူ႔ကိုသြားၿပီးသတိေပးလိုက္သလိုပါပဲ။ က်မရဲ႕စိတ္ကို လွမ္းၿပီးျမင္ႏိုင္တဲ့ က်မရဲ႕ခ်စ္သူ၊ က်မရဲ႕ စိတ္ေတြကို ငိုေအာင္... ရယ္ေအာင္ အမိန္႔ေပးႏိုင္တဲ့သူ..... ဒီတစ္ႀကိမ္လည္း က်မကပဲ ႏူးႏူးညံ့ည့ံေလး ရံႈးနိမ့္သြားျပန္တယ္....။ မဟုတ္ပါဘူး က်မက အရံႈးေပးလိုက္တာပါ.........။


ခ်စ္သူက က်မကို ျပန္ေျဖတယ္ ...... “ ကိုယ္... တကယ္လိုခ်င္တာ ငယ္မသိဘူးလား....။ ကိုယ္ ငယ့္ကို အႀကီးႀကီးခ်စ္တယ္..... အၿမဲတမ္းပဲ ခ်စ္သြားခ်င္တယ္။ ကိုယ့္အနားမွာ ေနေပးပါလား ငယ္.... ကိုယ့္ကို အၿမဲ ခ်စ္ခြင့္ေပးပါလား... ငယ့္ကို အၿမဲတမ္း ခ်စ္သြားခ်င္တယ္” တဲ့ ......။ အို...... က်မရဲ႕အသဲေတြ ခဏေလး အတြင္းမွာ အရည္ေပ်ာ္သြားခဲ့ၿပီ ထင္တယ္။ က်မ ဘာျပန္ေျပာရမလဲ.... တခုခုေတာ့ က်မျပန္ေျပာသင့္ တယ္...“ငယ္က အရမ္းစကားတတ္တာပဲ”လို႔ သူအၿမဲေျပာတတ္တယ္... ဒါေပမယ့္ ဒီတစ္ခါေတာ့ သူ႔ရဲ႕ ထင္ျမင္ခ်က္က မွားသြားၿပီေပါ့။


က်မ လံုး၀ကိုမေမွ်ာ္လင့္ခဲ့မိပါဘူး....။ သူ႔ဆီမွာ ဒီေလာက္ညႇင္သာတဲ့ စကားလံုးေတြရွိေနလိမ့္မယ္လို႔ က်မ မထင္ခဲ့ဘူး....။ သူ႔ဆီမွာ ဒီလိုညႇင္သာတဲ့ စကားလံုးေတြ အေတြးေတြထဲမွာေတာင္ ရွိေရာ.... ရွိပါ့မလားလို႔ က်မ အႀကိမ္ႀကိမ္ သံသယ၀င္ခဲ့မိတာ......။ ဒါ့ေၾကာင့္ပဲ ထင္ပါတယ္။ သူ က်မကို အႀကိမ္ႀကိမ္ ၀မ္းနည္းစြာ... ဒါမွမဟုတ္ နားမလည္စြာ ေျပာတတ္တယ္......။ “ကိုယ္ခ်စ္တာ ငယ္သိေအာင္ ကိုယ္ဘယ္လိုလုပ္ျပမွ ယံုမွာလဲ .... ကိုယ္ခ်စ္တာ ငယ္ မခံစားမိဘူးလား”တဲ့။ တကယ္ပါပဲ..... ဒါဟာ က်မရဲ႕ညံ့ဖ်င္းမႈလား ..... မျဖစ္ႏိုင္ပါဘူး.... ခ်စ္သူ ခ်စ္ဖို႔ က်မအၿမဲေမွ်ာ္လင့္ေနခဲ့မိတာ.....ဒါဟာ ..... အမွန္ေတြပါပဲ။


က်မရင္ထဲမွာ ျမစ္တစ္စင္း စီးစင္းသြားတယ္.... ၿပီးေတာ့ ေရစီးသံေတြနဲ႔အတူ သံစဥ္တစ္ပုဒ္ ထြက္ေပၚလာ တယ္။ အခ်စ္သီခ်င္းတစ္ပုဒ္.... က်မရင္ထဲက သီခ်င္းတစ္ပုဒ္.... ခ်စ္သူအတြက္ ပထမဦးဆံုးအႀကိမ္ ထြက္ေပၚလာတဲ့ ရင္ခုန္သံ။
